From December 1, tariffs for gas, electricity, water and heat supply will increase in Russia, while indexation will not exceed 9%.

List of information that can be used against the security of the Russian Federation

From December 1, the FSB order comes into force with a new list of information in the field of military and military-technical activities of Russia, which, if received by foreign sources, can be used against the security of the Russian Federation.

Military information includes assessments and forecasts on the development of the military-political and operational situation, measures for civil and territorial defense, as well as information on the activities of the Armed Forces of the Russian Federation.

This category also includes data on mobilization, storage sites for weapons, methods of training military personnel, crimes in the army, and its morale.

Military-technical data include data on the development of weapons, technologies, the space industry, nuclear energy, information security, and Roscosmos programs.

In total, the list contains more than 60 items.

Activities of foreign agents

On December 1, a law regulating the activities of foreign agents comes into force.

Now a foreign agent can be recognized as a person who has received support or is under foreign influence, while carrying out political activities or collecting information in the field of military and military-technical activities of the Russian Federation, as well as disseminating messages to an unlimited circle of people.

Foreign influence is understood as “providing support by a foreign source to a person and (or) influencing a person, including through coercion, persuasion and (or) other means.”

Foreign sources may be foreign states, their public authorities, international and foreign organizations, foreign citizens, stateless persons, foreign structures without forming a legal entity, as well as persons authorized by all of the above categories, and Russian citizens receiving money and property from these categories.

In the case of acquiring the status of a foreign agent, citizens will not be able to work in the state and municipal service, in the internal affairs bodies.

In addition, foreign agents will be prohibited from producing information products for children and adolescents, as well as from carrying out teaching and educational activities in relation to minors.

Changes in the CHI system

Since December 1, the work of the system of compulsory medical insurance has changed.

Thus, a new procedure for maintaining personalized accounting in the field of CHI is being introduced.

Its goal is to consolidate data on patients who received assistance at the regional and federal levels in a single registry.

Now information about the citizen will be entered about the place of his stay and the place of issue of the policy, as well as about the doctors who provided medical care.

All information within the framework of personalized accounting will be available in the personal accounts of citizens on a single portal of public services.

Government agencies in social networks

From December 1, state bodies, local governments, subordinate organizations and courts are required to create and maintain official accounts on the social networks VKontakte and Odnoklassniki.

It is noted that the innovations were adopted in order to expand the ways of providing access to information, as well as establishing the obligation "to create and use official pages on social networks to post up-to-date information about their activities."

Compensation to tourists

Tour operators have until December 31, 2022 to return the money or offer a similar tour to Russians whose trip was issued before March 31, 2020, but did not take place due to the COVID-19 pandemic.

Reports in the RKN for telecom operators

On December 1, a law comes into force obliging telecom operators to annually submit to Roskomnadzor a report on their activities in electronic form.

The document must contain information about the communication network, about the means of communication used and about the rendered communication services.

Moreover, if the telecom operator does not provide a report or it contains deliberately false or incomplete information, then it may lose its license to carry out its activities.

Another reason for the withdrawal of a license will be the failure to provide communication services for more than six months.

It should be noted that telecom operators that received licenses for the provision of communication services before the day the law enters into force are required to submit a report on their activities to the RKN by March 1, 2023 inclusive.
