The DAPA has recently embarked on a process to redefine the method of research and development of a submachine gun for special operations, which was suspended due to company A's corruption.

The business method is changing, and if this happens, the general opinion in the industry is that Company A will again gain an advantage in the submachine gun business for special operations, which was ruined by Company A's corruption.

Company A also participated in the Korea-Poland Defense Industry Cooperation Conference held in Warsaw, Poland yesterday (29th).

It was a national representative at a meeting led by the Defense Agency to discuss export expansion with Poland, a major player in defense exports.



Prior to this, it is known that a high-ranking official at the Defense Agency expressed displeasure at the press report that referred to the case of company A at the beginning of last month and described it as "stealing a pile of confidential firearms for six years."

If the DAPA favors corrupt companies like this, corruption in the defense industry can arise at any time.

Even in order to maintain the momentum of K-Defense exports, the DAPA must be strict against corrupt companies.

In June 2020, Company A was selected as the preferred bidder for the R&D project for a submachine gun for special operations.

However, a month later, when the Security Support Command searched Company A, military secrets related to submachine guns for special operations, next-generation light machine guns, new machine guns, and sniper rifles poured out from the PCs of executives such as the CEO.

Nevertheless, three months later, the DAPA signed a contract with company A for research and development of a submachine gun for special operations.



The prosecution's investigation was launched, and the DAPA stopped the submachine gun project for special operations only in December of last year.

The unfair sanctions imposed on Company A by the Defense Agency for leaking confidential information began in early June.

It will be over next month.



The DAPA had been putting its hands on resuming the submachine gun business for special operations for nearly a year, but unfortunately, it started moving when the end of company A's unfair sanctions approached.

This month, it issued a bidding notice for the 'special operation submachine gun business analysis' service.

This is a service to redefine the acquisition method during R&D and purchase.

The submachine gun business for special operations was originally R&D, but doing a service that asks "Should I do R&D or purchase?" is interpreted as meaning that I will switch to purchasing.



DAPA spokesman Park Geun-young said at a regular briefing at the Ministry of National Defense yesterday that "the environment has changed and a lot of needs have been raised from the outside, so we are doing (business analysis service) now."

Corruption penalty points applied to company A are fatal in the R&D business, but it is known that the portion is relatively reduced when converted to the purchasing business.

If it becomes a purchasing business, it means that Company A can receive a successful bid stamp by reducing the price.



Regarding the suspicion that he is doing research to switch the business method to purchase for company A as the period of sanctions for unfairness is over, DAPA spokesman Park avoided an immediate answer, saying, "If you keep driving like that, if you misunderstand, I have nothing else to say."

We need to keep a close eye on how the service results come out, and how the DAPA promotes its business.
