According to Kirillov, Washington planned to establish control over pathogens through the introduction of the PAKS system, elements of which the US authorities transferred to Kyiv under the label "property of the US government."
“This is consistent with the materials at our disposal: the registration card of the project and contract documentation approved by the Ministry of Economy of Ukraine,” he concluded.
The ministry also stated that the Russian side proposes to take measures to unconditionally comply with the requirements of the Convention on the Prohibition of the Development, Production and Stockpiling of Biological and Toxin Weapons and on Their Destruction (BTWC).
