China News Agency, Berlin, November 17th, Vienna News: On November 17th, at the meeting of the Board of Governors of the International Atomic Energy Agency (hereinafter referred to as the "Agency") held in Vienna, Britain, France, Germany, and the United States promoted the issue of safeguards against Iraq. The resolution of the Council was adopted, and China voted against it.

Chinese representative Wang Chang made a speech to explain China's position.

  Wang Chang emphasized that China opposes relevant countries pushing for the adoption of resolutions by the Council of Agencies to put pressure on Iran.

The unresolved issues of the agency's safeguards and supervision of Iran are essentially bilateral issues between the agency's secretariat and the Iranian side, and should be resolved by the agency's secretariat and the Iranian side through bilateral dialogue and consultation.

  Wang Chang pointed out that facts have repeatedly proved that exerting pressure will not help solve the problem, and its effect will only be counterproductive.

Especially when the Iranian side is strengthening cooperation with the agency, the United States and Europe are still promoting resolutions to create confrontation. This approach will lead to politicization of the agency, and China firmly opposes it.

China urges relevant parties to take concrete actions to support the agency to strengthen cooperation with Iran and bridge differences through dialogue.

  Wang Chang stressed that at present, negotiations on resuming implementation of the comprehensive agreement are at a critical stage.

China calls on all relevant parties to proceed from the long-term and overall interests, avoid taking measures that may undermine the negotiation process, and create necessary conditions and a favorable atmosphere for an early agreement.
