The Japanese Prime Minister and the Chinese President met bilaterally, this Thursday, November 17 in Bangkok, on the eve of the summit of the leaders of the Asia-Pacific Economic Cooperation (APEC), an intergovernmental forum meeting all this week in the Thai capital.

The war in Ukraine does not simplify anything

China and Japan are the world's second and third largest economies respectively, and are important trading partners.

But their relationship has deteriorated in recent years.

If the two leaders had never met face-to-face, they had spoken on the telephone in October 2021, after Mr. Kishida came to power.

In December 2019, the late Shinzo Abe had met Xi Jinping.

Last September, the PRC and Japan celebrated the fiftieth anniversary of the normalization of their diplomatic relations.

They did so in an atmosphere that was not very warm, due to the various points of tension.

Regarding Taiwan, Tokyo is a loyal ally of Washington, which supports the Taipei regime.

In addition, in August, Chinese missiles fired during military exercises around Taiwan reportedly fell into Japan's EEZ.

Tokyo had then protested against what it described as increasing air and maritime violations in recent months.

Japan regularly complains about Chinese maritime activity around the islands it calls Senkaku.

Japan seeks the middle ground

Tokyo is in fact seeking the right balance with China, between its economic interests and the need to diversify trade.

So Japan, since then, has learned from this, it is fully aware that China can use these dependencies on strategic materials.

It too, like the United States, seeks to develop its links, to secure its supplies, and therefore, this is what explains the importance attached by Mr. Kishida to the concept of “economic security”.
