Vladimir Putin supported the idea of ​​the Ministry of Industry and Trade to extend the preferential car loan program to servicemen, including those called up as part of partial mobilization.

The president spoke about this on November 16 during a meeting with the government, which was devoted to improving the procedure for out-of-court bankruptcy of citizens.

As part of the meeting, Deputy Prime Minister, head of the Ministry of Industry and Trade Denis Manturov made a proposal.

“It seems to me that this is very timely and will resonate with our citizens.

I ask you to support our proposal,” the minister addressed the president, speaking about preferential car loans.

Putin supported the proposal of the Ministry of Industry and Trade.

“Yes, of course, that’s the way it should be,” he said.

The head of state also asked if this initiative was coordinated with the Ministry of Finance.

Manturov answered in the affirmative.

Based on the publication of the press service of the Ministry of Industry and Trade, the soft lending program is planned to be extended to military personnel serving under a contract or mobilized, as well as to their spouses, children and parents living with them.

In addition, the program applies to retirees who previously served in the armed forces.

As part of the program, you can purchase cars manufactured by AvtoVAZ, UAZ and GAZ, as well as Haval models assembled at a plant in the Tula region and Evolute electric cars.

It is clarified that in the current version of the resolution, a loan is available at a 20% discount on the cost of a car manufactured in the Russian Federation.

For residents of the Far East, the discount is 25%.

The proposal in the current version of the program can be used by categories of citizens who previously did not own a car, have one or more children, and are employees of state medical and educational institutions.

In addition, an increased discount of 35% is valid when purchasing an electric vehicle manufactured in the Russian Federation on credit.

Speaking about the current situation with the provision of cars, the president noted that personal vehicles should be made more accessible to Russians.

According to him, there “is something to work on, despite all the difficulties with logistics, with the delivery of spare parts and so on.”

The head of state also touched upon the issue of pricing.

“We need to look at the validity of these prices and ensure that cars become more affordable for Russian families,” he said.

Recall, the Ministry of Industry and Trade announced the resumption of the program of preferential car loans and leasing on July 14.

As Manturov said during today's meeting, a total of 55,000 vehicles have already been sold under the program - with the involvement of state support in the amount of 15.5 billion rubles.

Along with this, Putin called for an end to the practice of turning pensioners into "perpetual debtors" of financial organizations.

The President noted that banks “easily and with pleasure” issue small amounts of loans to older borrowers, pensioners, since they have a constant and stable income.

“But then these people turn into eternal debtors, and banks (with all due respect to our financial institutions) drink blood from people right to the grave.

This, of course, must be stopped,” Putin said.

During the meeting, the President supported the proposals of the head of the Ministry of Economic Development Maxim Reshetnikov, who announced the need for a number of adjustments to the out-of-court bankruptcy mechanism. 

In particular, Reshetnikov proposed extending the possibility of out-of-court bankruptcy to people receiving pensions and benefits.

The maximum amount of debt at which the relevant procedure is possible is proposed to be increased from 500,000 to 1 million rubles, and the minimum bar to be lowered from 50,000 to 25,000 rubles.
