The day before, the head of the European Commission, Ursula von der Leyen, announced the EU plans to issue budgetary assistance to Ukraine for 2023 with a total volume of €18 billion in the form of "very soft loans."

Prior to this, EU foreign ministers approved €500 million in aid to Kyiv and a training mission for the Ukrainian military.
