Russian presidential spokesman Dmitry Peskov said a decree to end partial mobilization in Russia is not required to end this campaign.

He recalled the statement of Vladimir Putin during a conversation with journalists on October 31.

The head of state said that he would talk with lawyers about the advisability of signing a decree on the completion of partial mobilization.

At the same time, Putin stressed that this process had been completed.

Later, on November 1, Peskov returned to this issue.

“We inform you that the decree is not needed.

We have the opinion of the state legal department in the presidential administration on this matter.

Accordingly, the point is set.

Partial mobilization has been completed," Peskov said.

Answering the question whether the presidential decree of September 21 on the beginning of partial mobilization remains in force, Peskov noted that this order has been fulfilled.

“In the same place, it was about a specific number - up to 300 thousand people.

Accordingly, this decree has been implemented,” the presidential press secretary said.

Recall that on September 21, Putin announced the introduction of partial mobilization in the country.

The head of state stressed that only citizens in the reserve will be subject to conscription, primarily those who have served in the armed forces, have certain military specialties and combat experience.

On October 28, the head of the Russian Defense Ministry, Sergei Shoigu, informed the president about the completion of measures for partial mobilization in the country.

Speaking with a report to the head of state, the minister noted that the task to call for 300,000 people had been completed, and no additional tasks were planned in this regard.

Later, on October 31, Shoigu instructed the commanders of the military districts and the Northern Fleet to report on the completion of the relevant procedures.

The personnel of the military registration and enlistment offices of the country were ordered to return to the performance of their duties as usual.

On November 1, the minister held a conference call with the leadership of the Russian Armed Forces, during which he spoke about aspects of the partial mobilization carried out in the country.

The Minister noted that at the initial stage "there were shortcomings in the activities of the military commissariats", but later the situation was corrected.

“We have taken urgent measures to improve the organization of their work.

This has brought results.

All regions sent a specified number of mobilized people to military units," Shoigu said.

He also recalled that citizens called up for partial mobilization were given a salary in accordance with their position, but not less than 195,000 rubles per calendar month.

The corresponding order was earlier given by Vladimir Putin.

According to the head of the Ministry of Defense, the combat coordination of the formed units is being completed at the training grounds.

He specified that more than 3,000 instructors who gained combat experience in the course of a special military operation were involved in this work.

“The main efforts are focused on field training, the ability to use communications, navigation and reconnaissance,” Shoigu said.

In addition, the training centers train the crews of combat vehicles and tanks, artillerymen, snipers, specialists of unmanned aerial vehicles, electronic warfare and others.

The minister also spoke about the start of the autumn conscription for military service in the ranks of the Armed Forces of the Russian Federation.

According to him, 120,000 people are subject to conscription within the framework of this campaign.

As the minister noted, they will not be involved in solving tasks within the framework of a special military operation.

“Conscripted servicemen perform tasks in accordance with the purpose of military units.

At the same time, they will not be sent to the special military operation zone,” he said.

The minister stressed that the conscripts would be sent home after completing their conscription service.
