United We Can has joined Esquerra Republicana and EH-Bildu to register four amendments to the 2023 General State Budget (PGE) project aimed at regulating rental prices and prohibiting evictions without a housing alternative.

These amendments will transfer the disagreements with the PSOE to carry out the Housing Law, stuck in Congress due to these differences, both between the Government's partners and with their parliamentary allies, to the budget process.

In fact, the spokesman for the confederal group,

, has pointed out that these partial amendments are justified because "they are not being able to convince the PSOE" that progress should be made in housing.

In turn, the minister and leader of the purple formation, Ione Belarra, has launched that it is urgent to act and that "it would not be understood that these general budgets, the last great agreement of the legislature, were approved without these measures being in force ".

Pressure on the PSOE

With these amendments, United We Can, ERC and Bildu put pressure on the socialists to expand on the rental price regulation proposed in the Housing Law project and extend it to all homes in areas declared as stressed.

In these areas, the prices of the new contracts must not exceed the previous rent in force in the previous five years.

In the case of a company considered as a large holder -for which they establish a threshold of eight homes, and not ten as proposed in the project-, the agreed rent may not exceed the maximum limit of the applicable price according to the price index system.

Other measures transferred in the rental amendments seek to extend

the minimum duration of a contract with an individual

from five to seven years

, and up to 12 years in the event that the owner is a company, or set a limit on tourist accommodation places up to 2% of the number of inhabitants.

Regarding the anti-eviction regulation, the proponent groups seek to definitively prohibit the evictions of

vulnerable people without a housing alternative

Finally, a series of "social obligations" are imposed for large homeowners, such as the offer of

social rentals

to families from vulnerable sectors as a requirement to be able to file any legal action to claim rent, mortgages or housing repossession.

pressed to reach a budget agreement to unblock the Housing Law, but in the end there was no pact with the PSOE and Belarra herself called on civil society to mobilize in the street with the aim of obtaining the approval of this normative.

This regulation has caused tensions between the government partners for much of the legislature.

have presented amendments similar to those of the PGE in the legislative text, understanding that, without them, it cannot be approved.

For its part, the socialist wing replies that the delay is the fault of its partner, who wants to reopen a debate that has already been closed within the Government by presenting a multitude of amendments.

In this way, the PSOE closed the door to resume a negotiation between the coalition forces, but it did open the possibility of talking with the parliamentary allies if they wield housing as a central issue to support public accounts.
