At the plenary session of the Valdai International Discussion Club, the head of state answered the question of whether the conflict in Ukraine can be called a civil war between one people.
“In part, yes,” he said.
He said that the people in Russia and Ukraine ended up, unfortunately, in different countries for a number of reasons.
Putin also said that the West brought to the current situation in Ukraine.
