A clear warning.

Russia "will have to answer" for "barbaric violations of the laws of war" in Ukraine, French Prime Minister Elisabeth Borne said during a debate on the conflict in the Senate.

“Where the Ukrainian army advances, the liberation is accompanied by the discovery of massacres or mass graves, as in Boutcha in the spring and more recently in Izium.

These are shocking, revolting, monstrous acts.

These are barbaric violations of the laws of war, Russia will have to answer for them,” the prime minister said.

“Russia is ready for anything”

Elisabeth Borne also mentioned “incredible remarks by the Russian Minister of Defense on the use of a dirty bomb by Ukraine.

This is nothing but another lie from Moscow to legitimize the escalation”.

She paid tribute, to the applause of the Senate, to the Ukrainians whose "courage commands admiration" and "heroism commands respect".

But “despite Russian weaknesses, do not believe for a moment that the end of the fighting is near”.

“Russia is ready for anything.

And it is not on a battlefield but around a negotiating table that we will find a way out of this war,” she said.

“Very concrete consequences” in France

In terms of armament, she notably recalled the forthcoming delivery by France of “anti-aircraft systems like the Crotale”.

“And we are studying the sending of additional artillery means, such as the unitary rocket launcher” (LRU), she indicated.

With regard to France, Elisabeth Borne underlined that “the Russian attack has very concrete consequences for our country, for our fellow citizens.

Consequences whose effects we have unfortunately not finished measuring” She recalled the measures taken in France to limit the increase in energy bills to 15% in 2023. “But beyond households, we must protect businesses and communities in the face of rising prices".

“The European Council of 20 and 21 October paved the way for several measures.

First, to bring down the price of gas, we agreed to adopt a new reference price index.

We have also put in place tools to promote joint gas purchases.

We are also working on a mechanism to limit the rise in the price of electricity,” explained Elisbabeth Borne.



“We defend, as you know, the extension to all of Europe of the device which has made it possible to divide by two or even three the prices in Spain.

More broadly, we must initiate a structural reform of the electricity market, so that its prices better and sustainably reflect the reality of production costs,” she advocated.
