According to the draft resolution, the UN Security Council decides to form a commission consisting of all members of the Security Council in order to “investigate the claims presented in the Russian complaint against the United States and Ukraine” regarding compliance with obligations under the convention on the prohibition of bacteriological and toxin weapons “in the context of the activities of biological laboratories on Ukrainian territory".
On October 5, Deputy Foreign Minister Sergei Vershinin said that Russia would continue to insist on an objective and thorough investigation into the activities of US biological laboratories in Ukraine.
