Interview with Fernando Santiago, president of the General Council of Administrative Managers of Spain

Does Spain have a consolidated roadmap to reindustrialise?

Start the interview with a quick answer: no.

That's my opinion.

Today we do not have a roadmap for the country to return to the path of reindustrialization. What are the key elements necessary to reindustrialize the country? There are many aspects that must be well resolved: energy, logistics, labor market, training qualified, market unity, legal certainty, financing, tax incentives, R&D&i and digitization.

It is about reaching an adequate level in all of this to be competitive.

Sufficient energy, applied to the industry, and at competitive prices.

Ease to move the products, to export them, to be competitive with international competitors.

One of the reasons for the relocation of our industry was the low salary costs existing in the countries where the industries were installed. We must train a qualified workforce, return to training in trades.

A unified legislation, without so many legal borders within our own territory.

And legal certainty.

In short, it is necessary to establish an adequate environment so that investors want to establish industry in our country again. What sectors do you consider strategic to be the spearhead of this process? I should not be the one to indicate the sectors on which to focus.

Traditionally, the automotive industry has had an important weight in our exports.

In pharma we also play a prominent role.

The processing industry of agricultural products.

In defense we also play a prominent role.

A few weeks ago I read that in Soria, due to the climate, it is very interesting to establish data centers (low temperatures favor their maintenance). sectors that can be efficient.

Administrations must ensure that the right circumstances are given so that any initiative has every chance of succeeding. What are the strengths of Spanish industry and what are the areas for improvement?

We are an entrepreneurial country, a country of entrepreneurs, and we have to take advantage of that.

And this despite the fact that the obstacles to creating companies are high.

Therefore, there will be no shortage of candidates to create industry again,

but it is necessary to convince them that the necessary conditions exist for the manufactured products to be competitive.

And for this, we have to improve in terms of energy, transport, legal certainty, tax incentives... I don't want to be too repetitive.

We have talent, an entrepreneurial and innovative spirit, but we have homework to do to encourage the creation of the industry. What role do SMEs have in this reindustrialization process? SMEs, small and medium-sized entrepreneurs, are fundamental to creating industry.

The big industry is surrounded by small suppliers, who supply specific materials to it;

It is a good way of specializing different suppliers to achieve more efficiency and quality.

The entrepreneurial and innovative spirit that I mentioned before will lead to the creation of small factories of highly specialized, competitive and outstanding products with a high technological content that will be able to sell their production anywhere in the world.

Because that is the profile of our talent. To what extent does the Digital Kit program approved by the Government contribute to the digitization of SMEs and how does the General Council of Administrative Managers of Spain contribute to achieving the objectives set? Allow me, first of all , point out that the Digital Kit program is the only Next Generation European fund sharing initiative that is working properly.

The idea is good, it has been developed well and in a simple way.

And a wide catalog of products has been established in which the aid can be applied.

The call for Segment 1 has worked in an agile way.

The only doubt I have is what will happen when the aid to the companies runs out, will the companies continue with the maintenance costs and the updates? Regarding the role of the General Council, it has been to facilitate the management of the businesses and the self-employed.

We have put our experience at the service of Red.es to create a very simple and easy channel so that companies and freelancers have no excuses to request help.
