He commented on a letter from a group of US congressmen to President Joe Biden calling for negotiations with Russia on the situation in Ukraine.

According to him, the White House values ​​the opinion of members of Congress, but will not negotiate with Russia without the participation of representatives of Kyiv.

Kirby added that Ukrainian President Volodymyr Zelensky believes now is not the time to negotiate with Russian leader Vladimir Putin.
