In July 2020, the State Council issued the "Guiding Opinions on Comprehensively Promoting the Renovation of Old Urban Residential Areas", proposing that by the end of the "14th Five-Year Plan" period, based on the actual conditions of various places, strive to basically complete the old urban areas that need to be renovated before the end of 2000.   This decade is a decade in which my country's urban living environment has been greatly improved.

A total of 163,000 old communities have been renovated nationwide, benefiting more than 28 million households.

  This major people's livelihood project and development project must first solve the people's "urgent and worrying" problem, "what can't be changed, what can't be made up for what's lacking".

  Dongma Jiayuan Community, Baishazhou Street, Wangcheng District, Changsha City, Hunan Province is an old community built more than 30 years ago, and its public facilities are not perfect.

Li Zongpu, a resident of the community, remembered that there were no street lights in the community in the past, and the drainage facilities were unreasonably designed. "When it rains, the muddy water will overflow into the corridor."

  In 2021, Wangcheng District will include the community in the renovation plan of the old community, demolish illegal constructions, and plan the underground pipe network and parking space in an all-round way.

Today, new street lights have been installed in the community, the pitted aisles have become smooth and clean asphalt roads, and there are neatly planned parking spaces downstairs.

  It is understood that since 2019, Wangcheng District has applied for the renovation of 118 old urban communities, involving more than 9,900 households. It is expected that the renovation of 155 old urban communities will be fully completed by the end of 2023, which will benefit more than 40,000 residents. .

  Chunyu Community, located in Zhongzhuan Road Street, Saihan District, Hohhot City, Inner Mongolia Autonomous Region, has solved the problem of flying cables through the renovation of the old community.

  Residents of the community said that in the past, cables such as electricity and network access in Chunyu Community were all overhead wiring, which was horizontally above the community building.

"Later, all kinds of threads were pulled more and more, criss-crossing, and there was no way, but a large bundle of threads of different thicknesses were tied together. Looking up, it was like a 'spider web', which not only affected the aesthetics of the environment, but also existed Security risks."

  Last year, the 82 old communities renovated in Saihan District had reserved underground pipe networks when they were doing civil works. Some communities have already implemented cables into the ground. Chunyu Community is one of them.

After the renovation, the sky above the community has changed from clutter to a "wireless" beauty. When residents look up, they will only see blue sky and white clouds.

While the strong and weak cables are entering the ground, Chunyu Community also built a new carport with charging piles to avoid the problem of "flying cable charging" for residents' electric bicycles.

  Chen Wei, director of the Human Settlement Environment Development Promotion Center of Saihan District Housing and Urban-Rural Development Bureau, said that in 2022, 75 old communities will be renovated in Saihan District.

"We have communicated and negotiated with the four major operators and power departments in advance to ensure that all the cables of the 75 old communities to be renovated are connected to the ground, including strong electricity, weak electricity and network cables."

How to better meet their living needs?

  Across the road, a child development center focusing on childcare services for children under the age of 3 has also opened.

  "The renovation of the old community is to do good things for our residents, and we all agree with it, but how to ensure the quality of the project? Especially the pipeline network buried deep in the ground, we can't see or touch it. If there is a problem in the future, who should we turn to? to fix it?"

  "It is inevitable that noise, garbage, and road damage will occur during the renovation process. We can understand that, but these do have a certain impact on our lives. Can we ask the government to coordinate the construction party to speed up the progress, shorten the construction period, and minimize the impact? "

  These are the opinions and suggestions of residents listened to during the renovation of the old community in Zhongshan Community, Wuchang District, Wuhan City, Hubei Province on April 20 this year.

  Hubei Province has established a green channel for approval for the renovation of old residential areas. According to the project investment category, scale, complexity, location, etc., a "scenario-based" approval process is formulated and graded, and online approval is implemented.

For example, for the renovation of "low-risk" old communities that do not involve changes in the main structure of the building, the review of construction drawing design may not be carried out.

  After the renovation of the old community is completed, it is necessary to improve the long-term management mechanism and do a good job in the follow-up operation.

  Qin Hong believes that by improving the long-term management mechanism of the community, promoting the construction of a community governance system of "vertical to the end, horizontal to the edge, co-construction, co-governance and sharing", and guiding residents to negotiate and determine the management model and management protocol of the renovated community is conducive to joint maintenance.
