Developed countries have pledged to provide developing countries with $100 billion in climate financing each year, and developed European countries have pledged to double financial support for climate projects in poorer African countries by 2025.

These cannot be empty promises, and historical debts must be filled as soon as possible, and new collective quantitative funding targets must be set, so that African countries can get real money and see real results.

International financial institutions and climate financing platforms should also lower the financing threshold to ensure fair access to climate finance to Africa.

  Dai Bing said that many African countries are still in the early stage of industrialization, facing the dual tasks of economic and social development and addressing climate change, while developed countries have already achieved industrialization.

Asking Africa and other developing countries to shoulder the same climate responsibilities as developed countries goes against international fairness and justice.

In order to achieve the temperature control goals set by the Paris Agreement, developed countries should take the lead in reducing emissions significantly, significantly advance the time to achieve carbon neutrality, and make room for development in Africa and other developing countries.

The stance of some developed countries on climate change is worrisome.

  Dai Bing pointed out that the ability to resist climate shocks is crucial, and it is necessary to prescribe the right medicine to block the transmission of climate change to security risks. The focus is to help Africa strengthen capacity building, enhance climate resilience, and accelerate the 2030 Agenda for Sustainable Development.

The international community should take real action, start with specific issues such as monitoring and early warning, disaster prevention, and disaster prevention and mitigation, increase support and investment in Africa, and effectively improve Africa's coping capabilities.

The international community should increase all-round support for Africa in terms of capital, technology, and talents, so as to help Africa unleash its green development potential and realize a green and low-carbon transformation.

  Dai Bing said that China hosted the ministerial meeting of the "Group of Friends of the Global Development Initiative" in September, and proposed to promote the "Global Partnership for Clean Energy". The first batch of projects includes climate change and green development cooperation in 19 African countries.

China has consistently and never been absent in supporting Africa in addressing climate change.
