“I think he is a rational actor who miscalculated a lot,” Biden said in an interview with CNN.
Biden explained that Putin allegedly expected to be "greeted with open arms in Kyiv, the cradle of Mother Russia."
“I think he totally miscalculated,” he concluded.
Earlier, Myanmar Prime Minister Min Aung Hlein said he sees Putin as a world leader who creates stability on the world stage.
