In a political course that will culminate with the regional and municipal elections in May 2023, the institutional speech of the president of the Generalitat on the day of the

Valencian Community

has made the odd wink in an electoral key.

And in the midst of the regional struggle for tax cuts, Ximo Puig has not hesitated to ask for a fiscal "agreement" that avoids "dumping" or competition between communities.

It has done so, however, less than two weeks after announcing its own project of tax reductions for all incomes of less than 60,000 euros, with which it managed to position itself in the national debate, breaking the discourse of the PSOE and Moncloa.

"Is it reasonable that a tax system that avoids

dumping

is not agreed upon?" Puig asked in a solemn act at the

Palau de la Generalitat

.

It is not the first time that the Valencian president criticizes the alleged unfair competition that, in his opinion, is practiced above all by

Madrid

(which he has not named this time).

And, in particular, his president Isabel Díaz Ayuso, with a low-tax policy to which not all regions can join without the benefits of the so-called "capital effect."

Puig, in fact, has once again called for "fair funding for all territories."

"Is it reasonable that he doesn't remember?" He asked again, in reference to the new regional financing model that has been kept in the drawer of the

Ministry of Finance for

some time .

But his words also come after

Andalusia

kicked off a revolution in regional tax policy, with its announcement to abolish the Wealth Tax to compete for the attraction of great fortunes.

Puig joined the fiscal offensive with his own reform that left intact, on the contrary, the fiscal effort of high incomes.

After demanding that the President of the Government, Pedro Sánchez, punish the distribution of funds to the communities that embarked on a downward fiscal race -and then demanded money from the State-, the Valencian president now demands a fiscal pact in Spain.

Although in a veiled manner, Puig has even taken advantage of his speech -in the framework of the delivery of the distinctions of the Generalitat on October 9- to defend his own tax reform that he has proposed in a context of inflation that punishes citizens .

"We are not indifferent to the serious difficulties that inflation is causing in Valencian families and in companies. And, for this reason, we exercise, with full responsibility, the autonomous powers. Because the Generalitat is on the side of the social majority", has said, in an argument traced to the one he used to respond to the first criticism of the Government for joining the fiscal offensive initiated by the PP.

In other words, on the 40th anniversary of the approval of the Valencian

Statute of Autonomy

, Puig has taken refuge in self-government in order to act "loyally to the Valencian people" and to be able to exercise his powers.

In this sense, he has expanded the need for regional agreements to undertake a "territorial reset".

"Second-generation regional pacts are essential to update the regional state," Puig stressed.

"For a fair and polyphonic Spain that does not stifle the Valencian potential and of no autonomy".

And the way to achieve this is, once again, through "fair financing".

"Condoning the debt linked to underfinancing and with efficient co-governance", he has settled.

The president of the Valencian PP, Carlos Mazón, has reacted to Puig's speech pointing out that he would have been "more vindictive" after knowing the General State Budgets for the Valencian Community, and where Alicante is once again at the bottom in investment.

"Today I want to focus on what unites us and leave criticism aside", he pointed out.
