There are not many elements left on which we can impose sanctions.

That's the problem," Kallas said.

The politician added that "war fatigue" and the internal problems of the EU countries complicate the unity in the European Union.

She has previously stated that the EU has fewer and fewer tools to put pressure on Russia.

On October 6, the European Union approved the eighth package of sanctions against Russia, including a ceiling on oil prices.
