Adams said more immigrants were arriving in New York City than they could immediately accommodate, and he called for federal and state aid, estimating that the city's immigration crisis will cost about $1 billion this fiscal year.
New York City's asylum system currently has more than 61,000 people, including thousands of homeless people, as well as thousands of asylum seekers who have come here by bus from other parts of the country in recent months, Adams said.
He also said the state of emergency would last for 30 days, with the possibility of an extension.
