We are convinced that this situation must be changed.

It does not paint the UN secretariat and its leader,” Zakharova said.

She also noted that UN Secretary General António Guterres cannot have an independent position, especially on territorial issues.

“According to the charter, this position assumes the functions of the chief administrative officer of the UN,” she explained.

Earlier, the Russian Permanent Mission to the UN stated that Guterres did not have the authority to make a statement about referendums on behalf of the organization.

On October 5, Russian President Vladimir Putin signed federal laws on the admission of four new regions to Russia.

Before that, the documents were approved by the Federation Council and the State Duma.
