Chad: the beginnings of the implementation of the Doha peace agreement

This Monday, October 3, the more than 1,400 participants in the inclusive national dialogue heard the report of the 2nd ad hoc commission, responsible for evaluating the peace agreement signed on August 8 in Doha, between the transitional government and about forty politico-military movements.

Although dozens of these rebels are in Ndjamena, its enforcement is still in its infancy.

On paper, the implementation of the Doha peace agreement is progressing rather well.

Less than two months after its signing, 11 of the 29 points of the agreement have been respected, 2 are partially respected and 16 others are pending execution, according to the president of the 2nd ad hoc commission, Mahamat Alamine Bourma Treye, who speaks of an assessment "

which gives a lot of hope

" for Chad.

Indeed, a ceasefire has been proclaimed, partial amnesty laws have been implemented, and dozens of rebels, some of whom had not set foot in Ndjamena for thirty years, are taking part, in all tranquility, to the ongoing national dialogue.

One downside, however, politico-military denounce in particular the fact that the commission set up to proceed with the restitution of their property and assets seized by the government has suspended its activities, as recognized by the ad hoc commission.

Everything is blocked, some senior officers have so far refused to return buildings they illegally occupy

," according to concordant sources.

But in reality, "

it is above all preliminaries that have been implemented so far, the heart of the agreement, in particular DDR and the integration of our combatants, must still be negotiated

", according to politico-military personnel.

The ad hoc committee is therefore proposing a detailed roadmap, the implementation of which would start this week and run until January 2023.

There remains the sword of Damocles represented by the armed groups that have not signed the agreement, which seem to be biding their time.

Among them, three of the most important Chadian rebel movements including the Fact of Mahamat Mahdi Ali, at the origin of the death of Idriss Déby Itno.
