The Federal Authority for Identity, Nationality, Customs and Ports Security has approved the specific controls for the new visa system for the UAE, coinciding with the start of work to officially activate the system, starting yesterday, in implementation of Cabinet Resolution No. 65 regarding the executive regulations of Federal Decree Law No. 29 of 2021, regarding the entry and residence of foreigners. The authority documented the conditions and controls implementing the decision, as well as the manual for the work of the unified system for tourist, medical and educational entry visas.
She stressed that the mechanisms for setting controls and requirements came in the context of maximizing the level of strategic balance when building decisions, and within the framework of embodying government visions and directions, according to a joint work methodology in coordination with all the authority’s partners to enhance the security and safety of individuals, preserve the components of society and support its stability, and provide it with vital and effective capabilities and capabilities. .
The Director General of the Federal Authority for Identity, Citizenship, Customs and Ports Security, Major General Suhail Saeed Al Khaili, said that the new visa system is based on the principles of the fiftieth and the UAE Centennial 2071, and meets the future needs of the sustainable development process adopted by the wise leadership of the UAE, as it expresses human values and principles of coexistence. And tolerance and human brotherhood, and it is in harmony with the various changes and developments in its various economic, political and social dimensions locally and internationally, stressing that the system establishes the map of travel to the country for work, tourism, treatment and education, based on the status of the state and its competitiveness regionally and globally.
He added that the conditions and controls approved by the authority to implement the executive regulations of Federal Decree No. 29 of 2021, regarding the entry and residence of foreigners, came in light of the extensive and supportive studies of government trends aimed at preventing the presence of any negative effects on the security and safety of society, confirming the state's elements Positive and stable, representing a cohesive fabric, a center of attraction for business, an oasis of science, a destination for tourism, a destination for development, and an outlook for the future.
The Director General of the authority also indicated that the developed visas guarantee the mechanism of their implementation in order to achieve success towards supporting the development process by attracting entrepreneurs, talents, professional and practical skills, graduates and outstanding students, and achieving its goals in making the UAE a stimulating and attractive environment for work, living and residence.
He said that the conditions and controls of visas in the new system are based on the review and evaluation of the competent authorities in the country, especially the provision of standards, expertise, educational qualifications, financial solvency and professional competence, according to documented and approved certificates, in addition to compliance with the determinants and conditions of professional classification at various levels, according to the approval of the Ministry of Human Resources. and Emiratisation, as well as continuous coordination with the relevant federal and local authorities, which ensures that the new visa system does not deviate from its objectives, and the administrative and specialized participation of roles and responsibilities with the various parties related to the visa application.
For his part, Director General of Residency and Foreigners Affairs at the authority, Major General Sultan Yousef Abdul Rahman Al Nuaimi, said that the approval of the conditions and controls is clear and specific for all visas of various categories, types and durations, which include more than 15 types or categories of visas, such as tourist entry visas, golden and green residences, And entry visas for truck drivers through land ports, entry into neighboring border areas, entry for workers on cruise ships and pleasure boats, entry to visit friends or relatives, and other entry visas that meet the nature of various activities and businesses in the country.
He continued: "The criteria and controls approved by the authority include the conditions for the visa to explore business establishment opportunities, the entry of nationals of some countries who have obtained a specific international residence visa, as well as residence permits for humanitarian cases, the foreigner's recruitment of his or his wife's relatives, and the visa for residents of the Gulf Cooperation Council countries and their companions. And the recruitment of a foreigner to reside without work in the country, in addition to the criteria and controls for the foreigner’s stay in the country after canceling or expiring the residence, and the categories excluded from the consideration of the residence being void in the case of the foreigner’s stay outside the country for more than 180 days.
It also includes the procedures and requirements related to the loss or damage of the passport or identity card of a foreigner inside or outside the country.
He pointed out that the authority has adopted a manual for the work of the unified system for tourist, medical and educational entry visas, which includes defining responsibilities and powers, procedures, standards and conditions for the issuance of each type of entry visa referred to, the category of guarantor for each of them, the mechanism for applying to them and the required documents, and administrative and financial fines in The case of committing or repeating violations.
