For their return to the Palais Bourbon, the deputies will debate the situation in Ukraine, a few days after Moscow's claim for the annexation of four regions.

The discussions promise to be lively between elected Macronists and elected officials of the RN against a backdrop of allegiance to Russia.

Opening the session, the President of the National Assembly, Yaël Braun-Pivet, who has just returned from Ukraine where she met President Volodymyr Zelensky with a parliamentary delegation, took the floor for a few minutes to report on her trip followed by Prime Minister Elisabeth Borne and the head of diplomacy Catherine Colonna.

Organized under Article 50.1 of the Constitution, the debate will not give rise to a vote - the same scenario planned before the Senate on October 26.

The RN and LFI singled out

As during the presidential election, the majority intends to again challenge the RN, which it accuses of "dependence" on Russia, as well as LFI for the positions of Jean-Luc Mélenchon on NATO "aggressor", before the Russian invasion on February 24.

The National Rally and LFI then opposed the delivery of offensive weapons to Ukraine, believing that it would make France a "co-belligerent".

The RN continues to claim this position, despite the counter-offensive led by Ukraine on the ground, marked on Sunday by the resumption of Lyman, an important railway junction in the Donetsk region (east).

France is considering new deliveries of military equipment to Ukraine, in particular 6 to 12 Caesar guns taken from an order intended for Denmark.

Paris has already delivered 18 examples of this 155 mm gun mounted on a truck, amputating nearly a quarter of the French Army fleet.

Also at the heart of the controversy with the RN is the loan of 9 million euros taken out in 2014 by the far-right party from a Russian firm run by former soldiers, Aviazapchast, and still being repaid.

The RN blames the French banks to whom he blames their refusal to lend him money at the time.

Foreign funding

RN and the majority are competing for requests for a commission of inquiry into "foreign party funding", without however using their parliamentary "drawing rights" for these commissions to automatically take shape.

The debate therefore promises to be lively in the hemicycle until the beginning of the evening.

Seven speakers, including group president Aurore Bergé, will speak for Renaissance, which has a maximum of fifty minutes compared to 10 or 15 for the other groups.

In the majority, the Modem Frédéric Petit wishes to insist on the "need to prepare French opinions for the difficulties to come", and the duty to help rebuild Ukraine. 

At LR, Michèle Tabarot will express the "refusal to recognize illegal annexations", and intends to underline "changes in the President's position which have harmed the clarity of the action" French. 

On the left, the president of the PS group Boris Vallaud should defend "the full sovereignty of the borders of Ukraine recognized in 1991" (with Crimea and Donbass), the subject of a motion for a resolution by the Socialist deputies.

They also call for increased French military aid and the reception of Ukrainian refugees.

Among environmentalists, Aurélien Taché plans to refer to French companies that refuse to leave Russia.

On the PCF side, Jean-Paul Lecoq wants to question "the inability to make peace" and "the lack of credibility of permanent members of the Security Council". 

At the RN, Alexis Jolly and Jérôme Buisson want to discuss the fallout from the sanctions against Russia.

LFI leader Mathilde Panot is expected to conclude the speeches by "condemning Russian aggression" and stressing that the economic situation in France cannot be "entirely blamed on the war".
