On Monday, October 3, the State Duma ratified international treaties on the admission of the Donetsk People's Republic, Luhansk People's Republic, Kherson and Zaporozhye regions into the Russian Federation.

“The decision was taken unanimously.

There are 89 subjects in the Russian Federation,” said Vyacheslav Volodin, speaker of the State Duma.

In his Telegram channel, he stressed that the acceptance of these territories is the only way to save millions of people from the criminal Kyiv regime.

Foreign Minister Sergei Lavrov spoke before the plenary session.

According to him, the process of joining the four regions “became a logical continuation of the reunification of Russian lands,” which began with the return of Crimea and Sevastopol in 2014.

“The growing threats to people’s lives from Kyiv made it impossible for the DPR, LPR, Kherson and Zaporozhye regions to exist within Ukraine,” Lavrov said.

In addition, coordinating deputies for the new territories were appointed.

They were Viktor Vodolatsky (LPR), Dmitry Sablin (DPR), Andrey Krasov (Zaporozhye region) and Gleb Khor (Kherson region).

“Deputies will work in these four regions: open receptions, receive citizens and solve their problems.

Each faction will make a decision about its representatives in the new subjects and build work there,” said State Duma Speaker Vyacheslav Volodin.

Also, the deputies of the State Duma adopted in the first reading and in general four federal constitutional laws on the entry of new territories.

Recall that from 23 to 27 September in the Donetsk and Luhansk people's republics, as well as Zaporozhye and Kherson regions, referendums were held.

According to the results of processing 100% of the ballots in the DPR, 99.23% voted for joining the Russian Federation, in the LPR - 98.42%, in the Kherson region - 87.05%, in the Zaporozhye region - 93.11%.

On September 30, the ceremony of signing agreements on the admission of the Donetsk People's Republic, the Lugansk People's Republic, the Zaporizhzhia region and the Kherson region and the formation of new constituent entities of the Russian Federation into the Russian Federation took place in the St. George Hall of the Kremlin.

It was attended by Vladimir Putin, Denis Pushilin, Leonid Pasechnik, Evgeny Balitsky and Vladimir Saldo.

On October 2, Vladimir Putin, after the Constitutional Court of Russia found international treaties on the admission of new territories in accordance with the Constitution of the Russian Federation, submitted to the State Duma draft federal constitutional laws on the entry of the DPR, LPR, Zaporozhye and Kherson regions into the Russian Federation, as well as draft laws on the ratification of treaties on acceptance of new subjects.

“The bills introduced by the President fully consolidate the most important social and economic guarantees for persons living in the territories of the constituent entities being formed, and form a system for protecting the rights and freedoms of citizens,” Pavel Krasheninnikov, Chairman of the Committee on State Building and Legislation, emphasized.

According to the documents, those living in these territories will be provided with guarantees in the implementation of labor activities.

Documents on education confirming the civil status, length of service, the right to receive pensions, social and medical assistance, etc., issued in the DPR, LPR, as well as in Ukraine, will also be recognized.

All peoples living on the territory of the DPR, LPR, Kherson and Zaporozhye regions are guaranteed the right to preserve and study their native language.

At the same time, in the Donetsk and Lugansk People's Republics, Russian is the state language.

The ruble will be the monetary unit in the territories of the new entities.

At the same time, until December 31, 2022, the circulation of the Ukrainian hryvnia will be allowed for settlements. 

The transitional period for the integration of new entities with the Russian Federation is valid from the date of their adoption until January 1, 2026.

We are talking about the unification of economic, financial, credit and legal systems, as well as systems of public authorities.

In addition, the documents state that the boundaries of the new Russian territories are determined by their borders on the day they were accepted into the Russian Federation, and the borders of the four new subjects, adjacent to the territory of foreign states, are the state border of Russia.

“I’ll tell you in a less legal language: the LPR, the DPR — the borders of 2014, Kherson and Zaporizhia — we will continue to consult with the population of these regions on the borders,” said Dmitry Peskov, press secretary of the President of the Russian Federation.
