“In relation to the girl’s father, suspected of improper performance of duties for raising his daughter and illegal imprisonment, a preventive measure was chosen in the form of detention for a period of two months,” the regional head of the Investigative Committee of Russia for the Krasnoyarsk Territory says in Telegram.
According to the agency, the parents tied the girl with a metal chain to the heating pipe because she returned home later than the deadline.
It is noted that a 40-year-old woman and a 43-year-old man were repeatedly brought to administrative responsibility for failure to fulfill parental responsibilities.
Previously, a criminal case was initiated against the parents.
