The diplomatic mission said that Finland would severely restrict the acceptance of visa applications from Russians.
"The decision in principle does not prevent travel necessary for humanitarian reasons, in order to ensure national interest or fulfill international obligations," the embassy said.
Earlier it was reported that the Finnish government approved the closure of the border for Russian tourists from Friday, September 30.
