Pere Aragonès

unearths an old aspiration of independence, the so-called Canadian road.

The Catalan president has put a name, this morning in Parliament during the General Policy Debate, to his new proposal to achieve a self-determination referendum: "Clarity Agreement".

"It is the tool we need to resolve the political conflict with the State. That is why I want to encourage everyone who wants to face the resolution to get involved, out of democratic commitment and out of respect for the majority will of the citizens of Catalonia", he justified .

The president

's proposal

is neither new nor exclusive to independence.

Two years ago, Republican

Roger Torrent

, then President of Parliament, took advantage of a conference in Madrid to propose "a clarity pact" which, as he explained, "would not cause immediate changes, it would shed light on the conflict and offer a horizon of hope for the parts".

Previously,

Miquel Iceta

, as first secretary of the

PSC

, had already put on the table a law similar to the Canadian one as an alternative to a hypothetical constitutional reform that would contain the growth of Catalan independence.

The words of today's Minister of Culture opened cracks between the

PSOE

and the Catalan socialists at a stage very different from the current one.

The

Referendum Clarity

Act was passed by the Parliament of Canada in 2000 following the 1995 self-determination referendum for the French-speaking region of Quebec and establishes the conditions under which the Government of Canada could enter into negotiations that could lead to the secession of one of its provinces after a consultation.

Aragonès's speech has been received with serious faces and without applause by the

Junts per Catalunya

bench , his partner in the Government, which is committed to unilateralism as the only way to achieve independence.

Without specifying further details, the head of the Government explained that this pact should "identify when and how Catalonia can once again exercise the right to decide, as Canada and Quebec have done and as they knew how to do and surely the United Kingdom and Scotland".
