The Ministry of Digital Development, Telecommunications and Mass Media has published a list of 195 specialties in IT and media, the holders of which are not subject to partial mobilization.

“Digital services penetrate into all significant spheres of life and sectors of the economy, so it is often impossible to develop IT solutions for them without the involvement of industry specialists.

This is especially relevant given the task set by the president to ensure the digital maturity of key sectors of the economy and the social sphere based on domestic developments, ”the commentary on the agency’s official Telegram channel says.

The ministry emphasized that the list was compiled taking into account proposals from backbone companies and industry associations.

Among the 195 specialties and areas of higher education are mathematics, physics, nuclear energy and thermal physics, astronomy, chemistry, cartography and geoinformatics, translation and translation studies, architecture, construction, biology, and management.

In addition, specialists in the field of information and computer security, law enforcement and law enforcement, aircraft and helicopter manufacturing, radio engineering, and mechanical engineering will be exempted from participation in partial mobilization.

At the same time, the presence of a specialty necessary for exemption from partial mobilization, and work in an accredited IT company or in a telecom operator "does not in itself give the right to exemption from conscription."

To do this, the employee must “perform critical functions,” the department stressed.

The head of the Ministry of Digital Development, Maksut Shadayev, said earlier that on September 27, the Gosuslugi portal will have a function to apply for a deferment from conscription.

The employee must write an application on the State Services portal and attach to it a form confirming compliance with the necessary criteria.

This document requires the electronic signature of the CEO of the organization where the specialist applying for a deferral works.

“We propose not to wait for the launch of the service and start filling out this form right now in order to promptly sign it with the employer,” the ministry said in a statement.

Instructions for filling out the form are published in the department's Telegram channel.

Recall that earlier the Ministry of Defense of the Russian Federation also distributed a list with categories of citizens who are not subject to partial mobilization.

It included citizens working in the development and implementation of solutions in the field of information technology and ensuring the functioning of the information infrastructure.

Also, employees of Russian telecom operators, employees of organizations that ensure the stability of the national payment system and financial market infrastructure will be exempted from partial mobilization.

On September 21, Russian President Vladimir Putin announced a partial mobilization in Russia.

The head of state noted that this measure is necessary to protect the sovereignty and territorial integrity of the Russian Federation.

Putin stressed that only those men who are in the reserve, have served in the army, have certain military specialties and combat experience are subject to conscription.

All mobilized citizens will undergo additional military training.

The head of the Russian Defense Ministry, Sergei Shoigu, said that it is planned to call up 300,000 people.

Later, the General Staff of the RF Armed Forces reported that first of all, riflemen, tankers, artillerymen and driver-mechanics would be called up.

Representatives of ordinary, sergeant and officer corps are subject to mobilization.

The age limit for privates and reserve sergeants who are subject to conscription is 35 years, junior officers (lieutenants, senior lieutenants, captains) - 50 years, senior officers (major, lieutenant colonel, colonel) - 55 years, the General Staff emphasized.

All those mobilized will receive cash payments, social guarantees and status as contract workers, Rear Admiral Vladimir Tsimlyansky, a spokesman for the Main Organizational and Mobilization Directorate (GOMU), said.

Later, State Duma Chairman Vyacheslav Volodin said that the parliament would soon adopt laws on credit holidays and the preservation of labor guarantees for mobilized citizens.
