  As one of the hottest educational topics at the moment, "double reduction" is also a key suggestion reflected by the deputies of the 13th National People's Congress.

The Ministry of Education attaches great importance to the handling of the NPC deputies' suggestions, and regards the deputies' suggestions as an important means of concentrating people's wisdom, reflecting public opinion, understanding people's sentiments, and communicating with people's hearts, and promotes and regulates the implementation of various major tasks in the governance of off-campus training institutions.

  Promoting the implementation of the "double reduction" policy is effective

  "Establish a long-term governance mechanism for off-campus training institutions", "Accelerate the improvement of the legislation on governance of off-campus training institutions", "Strengthen the governance of off-campus training advertisements"... In 2021, the Ministry of Education received a total of 20 proposals on the governance of off-campus training, among which "promoting governance norms" "Disciplinary off-campus training" was listed as a key supervision suggestion (9 pieces).

  In June 2021, the Ministry of Education established the Off-Campus Education and Training Supervision Department (hereinafter referred to as the Supervision Department), which attaches great importance to the handling of representative suggestions, clarifying the handling time, work progress, responsible department and responsible person for each suggestion, and ensuring the quality of the suggestions. and progress.

  In order to investigate and understand the situation of off-campus training, the Supervision Department went to Beijing, Shanghai and other places to conduct on-the-spot investigations, and carried out big data evaluations of 18,600 training institutions, 680,000 students and 740,000 parents in 100 districts and counties in 10 provinces. Researched and drafted policy documents in conjunction with relevant departments.

In July 2021, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Students' Homework and Off-campus Training in Compulsory Education", which kicked off the "double reduction" work.

  After the promulgation of the document, the Ministry of Education will take the "double reduction" work as the "No. 1 Project" of the Ministry's Party Leadership Group and the "No.

Through inter-departmental linkages, supporting policies have been introduced, and measures such as strengthening the investigation and rectification of disciplinary and non-disciplinary off-campus training institutions have significantly cooled off-campus training.

  As of the end of September this year, the original 124,000 offline subject training institutions in the compulsory education stage had been reduced to 5,415, with a reduction rate of 95.6%, and the original 263 online off-campus training institutions had been reduced to 34, with a reduction rate of 87.1 %.

Training fees have dropped by more than 40% on average compared to the previous period; 25 listed companies have no longer engaged in subject training at the compulsory education stage.

  However, there are still problems and challenges in the work of "off-campus training institution governance", such as the increasingly prominent invisible variation and the difficulty of refunding parents' fees. position, and strive to consolidate the reduction achievements of off-campus training institutions.

  Accelerate legislation on off-campus training regulation

  The implementation of the "double reduction" is inseparable from the escort of the rule of law. In the 2022 work points issued by the Ministry of Education, it is clearly proposed to "promote the legislation on the supervision of off-campus education and training."

  Accelerating the improvement of the legislative work on the governance of off-campus training institutions is one of the representative suggestions of the Ministry of Education's key supervision in 2021.

  Huang Yan, a deputy to the National People's Congress and director of the Education Bureau of Anyang City, Henan Province, who made this proposal, has been concerned about the governance of off-campus training institutions for many years. As an educator, she deeply feels the harm of the disorderly development of off-campus training institutions to students and education.

  Huang Yan pointed out that the regulatory matters and scope of training institutions are scattered in many documents, and the relevant requirements are relatively general, and there is no regulatory authority and responsibility system specifically for training institutions, which makes the competent departments and responsibilities unclear.

At the same time, the current laws and regulations regulating education and training institutions are only the Education Law, the Private Education Promotion Law and related policies and regulations. There are few specific management clauses, and the law enforcement and punishment procedures are not detailed enough, which also makes the basis for imposing administrative penalties on illegal training institutions. and standards are not clear enough.

  In this regard, Huang Yan suggested that legislative work should be carried out at the national level as soon as possible, and the governance of online and offline education and training institutions should be coordinated.

In addition to clarifying the responsibilities and powers of the education department, the responsibilities of market supervision, public security and other departments should also be clarified, and a legal responsibility system must be perfected in which law enforcement must be strictly enforced and violations must be investigated.

  "The legislation on the supervision of off-campus training is an important guarantee for the administration of off-campus training supervision in accordance with the law, and an important measure to comprehensively promote the rule of law in education."   Strengthening off-campus training advertising governance

  "Summer high-scoring classes, early-bird first-come-first-served appointments" "Get high scores earlier than your classmates"... For a long time, many off-campus training institutions have relied on such advertisements to sell anxiety and make a lot of money .

  Zhao Hongtao, deputy to the National People's Congress and teacher of the No. 1 Middle School in Xinxiang City, Henan Province, found that in recent years, various types of off-campus education and training advertisements have emerged in an endless stream, especially the off-campus training advertisements for primary and secondary school students published online are almost out of control, and the content is untrue and false. All are.

  Article 24 of the Advertising Law only explicitly mentions some content that should not be included in education and training advertisements; Article 11 of the Advertising Management Regulations only mentions that educational advertisements need to be certified by the higher administrative department; The Interim Measures for Advertising Management did not specifically mention education and training advertisements.

Zhao Hongtao believes that there is currently no specific and systematic legal norm for the advertisement of out-of-school education and training in primary and secondary schools.

  Zhao Hongtao suggested that special laws and regulations should be established for off-campus training advertisements for primary and secondary school students in accordance with the Advertising Law and the Law on the Protection of Minors, so that there are rules and laws to follow in the review and supervision of off-campus training advertisements for primary and secondary school students.

At the same time, it is necessary to further strictly supervise the supervision of off-campus training advertisements for primary and secondary school students, especially the amount of off-campus training advertisements for primary and secondary school students on major online platforms.

It is necessary to clarify the responsibilities of advertisers, advertising publishers, advertising spokespersons, and advertising publishing platforms, and impose severe penalties on violations of laws and regulations such as false propaganda and vulgar content in off-campus training advertisements for primary and secondary school students, and increase the cost of violations.

  As a key supervision suggestion, the Ministry of Education has studied and analyzed Zhao Hongtao's suggestions for rectifying off-campus training and advertising governance in accordance with the principle of grasping the results and striving for practical results, and transformed them into practical measures to promote work and investigate and practice.

The Ministry of Education cooperated with the State Administration for Market Regulation and other departments to issue a notice on the management and control of off-campus training advertisements, and deployed localities to carry out a comprehensive inspection of training advertisements. In 2021, a total of 2,119 illegal cases will be closed, basically realizing the disappearance of advertisements and the calm on the streets; 15 off-campus training institutions were punished for false propaganda and price fraud, with a fine of 36.5 million yuan.

In addition, it also focused on interviewing and guiding 9 platform companies, urging them to upgrade the review mechanism, clean up and rectify advertisements, and remove illegal training content.
