Nikolaev previously instructed to return home those citizens who were mobilized by mistake.

On September 24, the head of the Human Rights Council, Valery Fadeev, called on the Ministry of Defense not to allow a “cane system” as part of partial mobilization, when military registration and enlistment offices call on people without a military specialty and combat experience.

Fadeev sent a letter about this to Defense Minister Sergei Shoigu.
