The storm is expected to strengthen further before it reaches land and is the strongest to reach the island nation this year.
Several coastal towns have been evacuated and weather authorities are warning of high waves, widespread flooding and landslides, and that it could cause damage to buildings and crops in the vulnerable areas.
Forecasts indicate that the typhoon will make landfall about 80 kilometers north of the capital Manila later on Sunday.
