“We have nothing against the Russian people,” Albarez said in an interview with La Razón newspaper.
According to him, the Europeans left the door open for issuing visas to those Russians who meet the conditions for this.
Earlier, Finnish Foreign Minister Pekka Haavisto admitted that the country's authorities would introduce a complete ban on entry for Russian citizens.
Prior to this, Finland proposed to the European Union to include tourist visas in the scope of EU sanctions.
