  According to the Kremlin's website, the law strengthens the criminal accountability of Russian military personnel during state mobilization or martial law, wartime states, armed conflicts or combat operations.

It stipulates that those who fail to implement the commander's order or refuse to participate in the war in a state of war, armed conflict or combat operations can be sentenced to 2 to 3 years in prison, and those who cause serious consequences can be sentenced to 3 to 10 years in prison .

Those who disobey the commander's orders, coerce the commander into breaching his military obligations, or leave without permission during mobilization, wartime, armed conflict or combat operations can be sentenced to 5 to 15 years in prison.

  The law also provides for the criminal liability of military personnel for voluntary surrender, as well as criminal liability for robbery during martial law, wartime or armed conflict or combat operations.

Among them, those who escaped during mobilization or during the war could be sentenced to up to 15 years in prison.

  In addition, the law provides that for persons sentenced to fixed-term imprisonment for a particularly serious crime, forced labor or other lesser sentences may be substituted for the unserved portion of the sentence only after the person has served at least two-thirds of the sentence.

  Putin also signed the amendments to the Russian Federation Administrative Offenses Act on the powers of the military personnel of the federal executive agencies in the field of mobilization, training and mobilization, as well as amendments to the Russian Federation Citizenship Law, the Russian Federation Military Service Law, etc. The simplified naturalization procedures for foreigners have been amended.

  The above-mentioned legal amendments were all passed by the State Duma (lower house of parliament) on September 20 and approved by the Federation Council (upper house of parliament) on September 21.

  Putin signed a decree on the partial mobilization in Russia on the 21st, which took effect on the same day.
