The order states that all officers, warrant officers, midshipmen, sergeants, foremen, soldiers and reserve sailors who permanently reside in the city and have received personal summons from the military registration and enlistment office must appear on the dates and points that are indicated in their agendas.

The document also states that they are required to carry documents and personal belongings that are indicated in personal agendas.

Earlier, a conscription commission for partial mobilization was created in St. Petersburg.

The commission was headed by Governor Alexander Beglov.

On September 21, Russian President Vladimir Putin signed a decree announcing a partial mobilization.
