According to Kadyrov, all candidates for service went through the military commissariat. 

The head of Chechnya also spoke about the presence in the republic of a reserve, consisting of "thousands of volunteers" who will be able to replenish the ranks of the Russian army if necessary.

Earlier, a conscription commission for partial mobilization was formed in St. Petersburg, it was headed by Governor Alexander Beglov.

On September 21, Russian President Vladimir Putin signed a decree announcing a partial mobilization.
