Putin also said that part of the mobilization decree had been signed, and the mobilization activities began on September 21.
Shoigu also emphasized that partial mobilization applies to those who have served in the military, graduates of military statistics, and those with combat experience, and does not involve the issue of mobilizing college students, nor will active-duty soldiers be dispatched to special military operations.
