Vladimir Putin on Wednesday, September 21, announced the start of partial mobilization in Russia.

The head of state noted that this decision was made to protect the territorial integrity of the country and ensure the safety of residents of the liberated territories.

“In order to protect our Motherland, its sovereignty and territorial integrity, to ensure the security of our people and people in the liberated territories, I consider it necessary to support the proposal of the Ministry of Defense and the General Staff to conduct partial mobilization in the Russian Federation,” Putin said during a video message.

The President stressed that the Armed Forces of the Russian Federation in the zone of special military operation operate on the line of contact, which exceeds 1 thousand km.

Putin noted that the Russian military is opposed "not only to neo-Nazi formations, but in fact to the entire military machine of the collective West."

At the same time, the president noted that we are talking about partial mobilization, according to which only those citizens who are in the reserve, and above all those who served in the ranks of the RF Armed Forces, have certain military - accounting specialties and relevant experience.

Along with this, Putin noted that those who were called up for military service before being sent to units would be required to undergo additional military training, taking into account the experience of a special military operation.

The President also stressed that the mobilization activities will begin on September 21.

He added that all citizens called up to participate in them will receive the status, payments and all social guarantees of military service under the contract.

Putin also spoke about additional measures to fulfill the state defense order against the background of the announced partial mobilization.

“The heads of defense industry enterprises are directly responsible for solving the tasks of increasing the production of weapons and military equipment, and deploying additional production capacities.

In turn, all issues of material, resource and financial support for defense enterprises must be resolved by the government immediately,” Putin said.

During the speech, the president also spoke in detail about the aggressive anti-Russian policy that the West is demonstrating.

“We constantly hear threats against our country, our people.

Some irresponsible politicians in the West not only talk about plans to organize the supply of long-range offensive weapons to Ukraine - systems that will allow strikes against the Crimea and other regions of Russia, ”he said.

Putin noted that terrorist strikes are already being carried out on border settlements, mentioning in this regard the Belgorod and Kursk regions.

In the West, they are directly pushing Kyiv to transfer military operations to the territory of Russia, the president continued.

“They are no longer hiding that Russia should be defeated by all means on the battlefield, followed by the deprivation of political, economic, cultural, in general, any sovereignty, with the complete plunder of our country,” he said.

Speaking about the tactics of nuclear blackmail used by the West, Putin noted that Russia has various means of destruction, in some components more modern than those of the NATO countries.

“And if the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people,” he said.

He noted that the territorial integrity of Russia, its freedom and independence will be ensured by all available means.

“Those who are trying to blackmail us with nuclear weapons should know that the wind rose can also turn in their direction,” Putin concluded.

Shoigu answered questions about partial mobilization

The details of the partial mobilization in an interview with Rossiya 1 journalist Dmitry Petrov were announced by the head of the Russian Defense Ministry, Sergei Shoigu.

Answering a question about the upcoming mobilization, the minister noted that we are talking about those citizens who are in reserve.

“It is from the reserve.

These are not some people who have never seen or heard anything about the army, these are really those who: a) have served, b) have a military specialty, that is, the specialty that is needed today in the armed forces, c) have combat experience,” the minister said.

At the same time, he noted that the mobilization will not affect university students "under any circumstances."

In addition, conscript soldiers will not be sent to the special military operation zone.

As the head of the Ministry of Defense noted, the mobilization resource in Russia has almost 25 million people, of which it is planned to use about 1%.

According to him, we are talking about the participation in the mobilization of about 300 thousand people.
