The US administration said on Tuesday that it would be counterproductive in the current state to qualify Russia as a "State sponsor of terrorism", thus rejecting calls to this effect from kyiv and US parliamentarians.

On Tuesday, White House spokeswoman Karine Jean-Pierre, who was asked to explain the president's response, said such a qualification "was not the most effective or strongest means to hold Russia to account”.

The official said in particular that this could harm efforts to get humanitarian aid to Ukraine.

6:46 am: Russia “regrets” that the IAEA does not accuse Ukraine

The Russian ambassador to the UN regretted Tuesday at a meeting of the Security Council that the report of the International Atomic Energy Agency does not point the responsibility of Ukraine, which Moscow accuses of having bombed Zaporozhye nuclear power plant.

“We regret that in your report (…) the source of these bombardments is not directly named”, declared Vassili Nebenzia, considering that this report presented remotely by the boss of the IAEA before the Council was a “confirmation” that the "only threat" to the site came from "bombing and sabotage by the Ukrainian armed forces".

“We understand your position (…) but in the current situation, it is important to call things by their name”, he insisted.

6:41 am: Zelensky blows hot and cold on IAEA report

The Ukrainian president on Tuesday welcomed the IAEA report mentioning the presence of Russian military equipment in the Zaporozhye nuclear power plant.

“The report mentions the presence of Russian military equipment inside the nuclear power plant, the pressure exerted on our employees there, and clearly alludes to the Russian military occupation.

It's a good thing,” Volodymyr Zelensky said in his daily message.

On the other hand, he was more skeptical about the report's proposal to create a security zone at the plant.

However, “if the content of this proposal is to demilitarize the territory of the nuclear power plant (…) then we can support such a demilitarized protection zone,” he said.

Before the UN, the director of the Agency, Rafael Grossi, denounced the fact that the physical integrity of the nuclear power plant "continues to be violated", describing as "unacceptable" the fact that the site was taken for target.

"We are playing with fire", he warned, indicating that he would contact "very soon" all parties to discuss "concrete steps" towards the establishment of a "safe zone". 

Also on Wednesday, uncertainty remains over the situation in the Kharkiv region.
