  The forum on the day was held in Brussels and Shanghai simultaneously in an online and offline manner, with the theme of "China-EU Dual-Carbon Cooperation: Open and Shared, Going to a Net-Zero Future", co-hosted by China Europe International Business School and the EU-China Business Association.

  In his speech, Wang Hongjian pointed out that climate change has changed from a future challenge to a real threat, and the urgency of global action continues to rise; China and the EU share the same aspirations in the direction of green transformation, have great promise in the field of green cooperation, and jointly play the role of ballast in the process of global climate governance. .

  Wang Hongjian said that China and the EU should make full use of the high-level dialogue platform to deepen practical cooperation in green recovery, environmental technology, circular economy, clean energy and other fields, and actively promote third-party green cooperation.

  On making China-EU green cooperation bigger and stronger, Wang Hongjian put forward five suggestions, including:

  - Adhere to the correct positioning of China-EU relations.

The cooperation between China and the EU in the fields of carbon market construction and sustainable finance fully proves that China and the EU are partners rather than rivals, and cooperation is far greater than competition.

China and the EU should adhere to the positioning of a comprehensive strategic partnership to escort the steady and long-term development of China-EU green cooperation.

  - Establish a rational understanding of responsibility for climate change.

China is still a developing country, but it has always taken the initiative to assume international responsibilities in line with its national conditions; China and the EU should uphold the principles of common but differentiated responsibilities, fairness and respective capabilities, focus on practical actions, and promote the implementation of climate change measures.

  - Maintain a stable and coherent climate policy.

China has always pursued the "dual carbon" process of carbon peaking by 2030 and carbon neutrality by 2060 in accordance with the established goals, but China's policies and development are also disturbed by external factors from time to time. This form of protectionism provides stable expectations for green cooperation between the two sides.

  ——Maintain the foundation of mutual trust in addressing climate change.

Be wary of politicizing and instrumentalizing green issues, and avoid viewing climate change from the perspective of "geo-competition".

Green cooperation depends on good political mutual trust. It is impossible to engage in geopolitical confrontation while demanding unconditional cooperation from others.

China and the EU should meet each other halfway, remove artificial resistance, and create a favorable political environment and a fair, open and shared economic and trade investment environment for the green cooperation process.

  - Properly handle differences in green regulation measures.

It is impossible for China and the EU to be completely synchronized on the road of low-carbon and green development. Differences in green regulatory measures and even differences and contradictions are inevitable. Both sides should treat and deal with them in a constructive manner. In particular, regulatory measures with spillover effects should be strengthened. Policy communication and rules should be strengthened. Docking and avoiding unilateral action.
