He also said that many consider the expansion of NATO in the mid-nineties a critical provocation.

The former head of the Pentagon added that he opposed this expansion because he feared the consequences for relations between Washington and Moscow.

In addition, he condemned the West's unwillingness to be consistent in its dialogue with Russia.

Perry also criticized the fact that the West did not want to help Moscow during the 1998 global financial crisis.
