The Bavarian state government probably understands it that way, but in the justification for its decree, probably also with a view to possible lawsuits, referred to the historical and cultural character of Bavaria.

That did not convince the administrative court;

he sees the cross in the entrance area of ​​official buildings as a violation of the requirement of state neutrality - a violation, however, which in particular does not violate the religious freedom of others, because the cross is used here passively and without "missionary and indoctrinating effect".

That's how it is in practice, even if some people may have different feelings.

However, the reference to the historical and cultural character is not wrong either.

Not only Bavaria is shaped by Christianity.

Neither numerous immigrants from other religions nor increasing numbers of people leaving the church will change this in the foreseeable future.

The embossing is so deep that it is taken for granted.

The cross is part of it, or at least it symbolizes something that is part of it.

Everyone can expect to be treated as equal under the law and to be taken care of in court and in public authorities.

This is exactly the reason for the attraction of Europe, Germany and last but not least Bavaria.
