[Frontier Observation] How to "retain" and "use" high-educated talents introduced by the county?


  Recently, the news of the recruitment of highly educated talents in two remote counties in the central and western regions has attracted widespread attention.

One is Huangmei County, Hubei, which is openly recruiting 49 public institution staff, of which 45 require a postgraduate degree and 1 is a special post for doctoral students; the other is Hekou County, Yunnan, which is openly recruiting 22 highly educated talents to the society. The basic requirements are that they are under the age of 35 and have a master's degree or above.

In recent years, it has become more and more common for highly educated talents to sink to the grassroots level, and both the number and depth of the sinking of talents are constantly increasing.

  There are many reasons for the continuous sinking of highly educated talents to the county seat, which is directly related to the continuous expansion of higher education in my country and the continuous growth of the talent team.

Since 1999, my country has implemented the policy of expanding enrollment in colleges and universities, and it has been more than 20 years so far.

At present, my country has become the country with the largest scale of higher education in the world. In 2021, the total number of postgraduate students will reach 3,332,400, including 509,500 doctoral students and 2,822,900 master students.

The increasingly large scale of higher education has formed a "leakage effect" of talents in the labor market.

Since big cities cannot absorb more and more college students, some college students began to spread to second- and third-tier cities, and then to county towns.

  On the other hand, the economic and social development of the county does need more highly educated talents.

In terms of population, in 2021, the permanent population of counties and county-level cities in my country will be about 250 million, accounting for nearly 30% of the national urban permanent population.

Not long ago, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Promoting Urbanization Construction with County Towns as Important Carriers", making comprehensive arrangements for promoting county construction. increasingly prosperous.

In this sense, more and more highly educated talents devote themselves to the economic and social development of the county, which will help to improve the talent structure of the county, promote the transformation and upgrading of the industrial structure, and is also of great benefit to alleviating the current employment pressure of young people.

  However, it is worth noting that the current way of attracting talents in the county is generally relatively simple.

Among the various conditions set out, in addition to higher wages and housing subsidies, it is still "establishment" that is king.

The units that recruit highly educated talents are either government agencies or institutions. "The end of the education is the establishment", which highlights the stable mentality of college students' career choices under the pressure of employment, and also reflects the relative weakness of the county's industrial economic development from one aspect.

What is even more embarrassing is that some county units on the surface attach great importance to talents and need talents, but in practice they do not pay attention to the demands of talents, and only focus on introduction rather than use.

As a result, the highly educated talents who have worked so hard to introduce will either change jobs after a short period of time, or there will be a problem of wasting talents with "useless" knowledge and skills.

  The practice of accelerating local development by attracting highly educated talents is worthy of recognition, but it needs to be reminded that when recruiting highly educated talents, the county should not only focus on how to "introduce", but also how to "retain" and "use it well".

  First of all, it is necessary to change from relying on "organization" to attracting talents by "industry".

Practice has proved that only vigorously developing the local economy and continuously expanding and strengthening the local industry is the fundamental way to attract talents.

At present, the unbalanced economic development of counties in my country is relatively prominent. Some counties have a relatively high degree of economic development, but most of them are still unsatisfactory. There are many problems such as lack of obvious industrial characteristics and insufficient development momentum.

Therefore, it is an important task at present and in the future to take various measures to vigorously develop the county economy and tap the economic development potential of the county.

  Secondly, to create a better environment for the development of highly educated talents.

We must not only attach importance to the introduction of talents, but also pay more attention to the good use of talents, so as to create a better environment for the development of talents.

While paying attention to solving the needs of talents for remuneration, social security, children's education and housing, etc., it is also necessary to pay more attention to providing sufficient career development space for talents.

Only when people have more room for development and more places of use, can they truly take root in the local area.

  Finally, we must proceed from actual needs and avoid blindly raising academic requirements.

In the process of talent introduction, it is necessary to proceed from the actual needs of the economic and social development of the county, not only for high education, nor for prestigious schools, which can not only avoid occupational mismatch, but also help to accurately exert the effectiveness of talents.
