KD wants to nationalize care - that would provide greater opportunities for coordination and would improve the working environment for the staff, says Ebba Busch.

- If we get a coherent management of care, and there are greater possibilities to suffice, then the working environment will also be better.

At the same time, her party has great influence in the current system of regions.

In seven of the 13 regions where KD is in charge, 40 percent or more had waited more than the care guarantee's 90 days for operations or other specialist measures.

Ebba Busch admits that KD has failed in some regions.

- They have not succeeded in delivering to the patients, that is quite obvious.

Similar to moldy house

However, she believes that it is not possible to provide good care in the existing system.

Care can be compared to an apartment building, says Ebba Busch, where the apartments correspond to regions.

- If the house needs to be replaced, if there is mold throughout the property, then the individual tenant is not charged for it.

It is the property owner, in this case Magdalena Andersson, who is responsible.

However, she had difficulty specifying what KD had done wrong.

- For example, it could be that a limit has been set for how many operations or specialist visits an individual provider is allowed to provide.

At the same time, Busch played down KD's influence in the regions.

- We are one of four or one of five parties in many places.

"Broadened the party"

In recent years, Ebba Busch has made many sharp statements, among other things linked to crime and integration, and the party has profiled itself on "harder" issues than it has done before.

But standing up for soft values sometimes requires tough measures, says Busch.

- We have broadened the party, we have shown that a values-driven policy is needed both in the so-called hard issues and what have traditionally been called soft issues.

Was there too much focus on softer issues before?

- Yes, it also means that Sweden has ended up wrong in matters such as integration, says Busch.
