President Vladimir Putin signed a decree on the appointment of social benefits for internally displaced persons from the territory of Ukraine, as well as for citizens of the Donetsk and Lugansk people's republics who left these states.

Payments will be accrued from July 1, 2022.

It follows from the document that these categories of persons who arrived on the territory of the Russian Federation after February 18, 2022 are entitled to a monthly pension payment in the amount of 10 thousand rubles.

Similar support is provided for disabled people and families with a single parent (they are entitled to 10 thousand rubles for each child in the family).

The decree also provides for a monthly payment of 4,000 rubles for each child under the age of 18 (if he is under guardianship or guardianship, the amount will be 15,000 rubles) or up to 23 years of age if he is taking full-time education.

In addition, the document introduces a one-time payment of 20,000 rubles for the birth of a child and 10,000 rubles for pregnant women.

A number of monthly payments to other categories are also provided. 

The Government of the Russian Federation was instructed to provide funding for these expenses and approve the procedure for providing payments, including a list of documents required for their assignment.

In turn, the highest executive bodies of the constituent entities of the Russian Federation must guarantee the possibility of applying for payments to residents of the republics of Donbass, Ukraine and stateless persons who were forced to leave these states after February 18.

With another document, Putin approved a temporary procedure, according to which citizens of the DPR, LPR and Ukraine can stay on the territory of the Russian Federation indefinitely.

The condition for this is the passage of mandatory fingerprinting, photography and medical examination for the presence of dangerous infectious diseases, as well as to identify the facts of the use of drugs or psychotropic substances without a doctor's prescription.

The innovations provide that such persons will have the right to work in Russia without obtaining a labor patent or work permit.

As follows from the text of the decree, the relevant procedure is being introduced in order to protect the rights and freedoms of man and citizen, based on the generally recognized principles and norms of international humanitarian law.

According to the RF Ministry of Defense on August 26, since the beginning of the special operation, more than 3.68 million people, including over 587 thousand children, have been evacuated to Russian territory from dangerous regions of Ukraine and the republics of Donbass.

Earlier, Vladimir Putin signed a decree extending the simplified procedure for obtaining Russian citizenship to persons permanently residing in Ukraine, as well as in the Donetsk and Lugansk People's Republics.

The document, which entered into force on July 11, provides that being in military service, as well as service in the security or law enforcement agencies of the LPR and DPR, cannot be a basis for refusing to obtain Russian citizenship.

The decree also introduced the possibility to apply for a Russian passport in a simplified manner for citizens of Ukraine and stateless persons who have a migration card, a temporary residence permit or a residence permit in the Russian Federation, a refugee certificate, a certificate of temporary asylum in the territory of the Russian Federation or a certificate of a participant state programs to assist the voluntary resettlement of compatriots living abroad, as well as their children, spouses and parents.

By this decree, the President of Russia expanded the measures taken at the end of May, which provided for a simplified procedure for processing documents for residents of the Zaporozhye and Kherson regions of Ukraine.
