“We received a proposal from the Permanent Mission of Ukraine to invite the President of Ukraine to take part in a meeting of the UN Security Council via video link,” he said.

Russia opposed Zelensky's participation in this format, since it contradicts the requirements of the Security Council protocol, so the issue was put to a procedural vote.

13 members of the UN Security Council spoke in favor of participation, Russia opposed, China abstained.
