The foundations of the inclusive and sovereign national dialogue finally resumed on Wednesday afternoon, after a few days of postponement.

The participants in the DNIS met at the January 15 Palace in Ndjamena, with the agenda of drafting rules of procedure to ensure the proper functioning of the forthcoming debates.

But the hearing was quickly suspended, after only an hour of work, and nearly two hours late at the opening.

From the start, keeping the hearing in order was difficult.

There were an insufficient number of headsets to translate the debates into French and Arabic.

The organizers of the dialogue spent most of their time calling the participants to order.

The president of the organizing committee, the minister Acheikh Ibn Oumar, had to systematically ask for silence, or interrupt a few speakers who expressed positions not included in the program of the day.

The meeting was finally suspended an hour earlier, leaving just enough time for the general rapporteur of the organizing committee, Limane Mahamat, to detail the draft rules of procedure.

In this project, the organizers propose the establishment of four bodies for the DNIS, including a plenary assembly, a presidium of 21 members and commissions by theme, such as the form of the state or rights and freedoms.
