  The "Notice" clarifies that the relevant provincial education administrative departments should guide relevant postgraduate training units to give priority to meeting the enrollment plan needs of agricultural professional degree personnel training in small science and technology institutes through incremental tilt and stock adjustment.

The agricultural and rural departments of the districts and counties where the small science and technology institutes are located shall incorporate the small science and technology institutes into the local agricultural technical service and farmer training system.

Science and technology associations at all levels should encourage grass-roots agricultural technical associations to play their role and support grass-roots agricultural technical associations to participate in the construction of small science and technology courtyards.

  The Ministry of Education, the Ministry of Agriculture and Rural Affairs, and the China Association for Science and Technology will continue to increase support for the construction of small science and technology institutes, give full play to the role of the National Agricultural Professional Degree Postgraduate Education Steering Committee, China Rural Professional Technology Association and other expert organizations, and organize experts to discuss scientific and technological small institutes in a timely manner. The quality of personnel training in small science and technology institutes will be used as an important indicator for the quality evaluation of the discipline construction of agricultural degree authorization points and agriculture-related degree authorization points.
