Beyond these expected declarations, the main purpose of the visit was undoubtedly, for Serbia, to obtain more Russian gas at low prices as winter approaches.

The choice of Vulin, the most pro-Kremlin of Serbian ministers, was undoubtedly intended to appease the Russians.

Moreover, Serbia still faces regular criticism from Western diplomats for its refusal to sanction Moscow.

The trip of the Minister of the Interior, in contradiction with the protocol of official visits, would almost resemble a private trip, which will certainly allow Belgrade to affirm that the government is foreign to the organization of this meeting.
