Andriy Yermak, head of the Office of the President of Ukraine, said that the first document on international security guarantees for the country could be adopted in the last days of August.

He made such a statement following the results of negotiations in the Kyiv Initiative format with the participation of foreign policy advisers to the leaders of Poland, Romania, Slovakia, Hungary and the Baltic republics.

“We consider security guarantees to be a very important issue, we constantly talk about this with all our partners.

Today this was also the subject of discussion, I am glad that our partners are showing interest ... Before the end of this month - I think it is the 29th or 30th - we can count on the appearance of the first document, recommendations on our group with Mr. (Anders Fogh) Rasmussen,” Yermak is quoted by UNIAN.

The head of the office of the Ukrainian president told reporters that he had read the text of the future agreement.

According to Yermak, "it will be a very powerful document." 

At the same time, the politician specified that the document would be the product of the work of the group on international security guarantees for Ukraine.

It is headed by Yermak himself and former NATO Secretary General Anders Fogh Rasmussen.

As the head of the office of the President of Ukraine noted, the partners in the Kiev Initiative show "very great interest in getting acquainted (with the document. -

), and some in the readiness to be guarantors of our security."

The website of the office of the head of the Ukrainian state contains a press statement from the meeting of the participants in the Kyiv Initiative.

It states that the negotiators agreed to "promote the development of comprehensive and legally binding security guarantees for Ukraine."

Commenting on the future document of the group on international guarantees, Deputy Chairman of the Russian Security Council Dmitry Medvedev said that the Kyiv regime continues to "invent for itself some kind of "security guarantees" for the future."

“It is clear to everyone that no neighbors can give them any guarantees, even if they hate Russia fiercely.

And now no one will accept Ukraine in NATO.

In the alliance, although there are Russophobes, they are not suicidal.

And this is a direct result of a special military operation,” the politician wrote in his Telegram channel.

According to Medvedev, only an agreement with Russia could give real guarantees of security, but the Ukrainian authorities, "stimulated by Western money and missiles," refused such an agreement.

The Deputy Chairman of the Security Council of Russia is confident that even the United States will not offer “guarantees for a brighter future” to the Ukrainian authorities.

"Propaganda prevails"

As experts interviewed by RT noted, the document of the group on international guarantees will not have any legal force and foreign policy resonance.

As analysts explained, the result of the efforts of Ukrainian diplomacy will only be the recommendations of the Kyiv regime itself and retired Western politicians.

“Here, as in other statements of the Kyiv regime, propaganda prevails.

Such a document will not have a real impact on the decision-making process.

This will be moral support for Kyiv, moreover, from former Western statesmen, ”said Vladimir Olenchenko, senior researcher at the Center for European Studies at IMEMO RAS, in an interview with RT.

Recall that the creation of a working group on international security guarantees for Ukraine was announced at the end of May this year.

It consisted mainly of retired statesmen from Western countries.

Among them are former Australian Prime Minister Kevin Rudd, former Swedish Foreign Minister Carl Bildt, former US Deputy Defense Minister Michel Flournoy and others.

At the same time, as emphasized on the website of the Office of the President of Ukraine, all of them act in the rank of experts and do not represent the governments of their countries or the organizations in which they currently work.

The first meeting of the group on international security guarantees took place on 1 July.

Speaking at it, Andriy Yermak called on NATO member countries to “neutralize” the threat that allegedly comes from Russia and provide all possible assistance to Ukraine.

According to the head of the presidential office, the group should develop "concrete recommendations" to ensure the security of Ukraine.

From Yermak's point of view, these should be military, political, diplomatic, institutional and financial guarantees to deter "future aggression from Russia."

Also, one of the conditions that Kyiv insists on is the provision by the West of a powerful defense potential of Ukraine.

To this end, according to the Ukrainian leadership, the guarantor countries will provide Kyiv with annual financial assistance and supply a large number of modern weapons.

“This block of guarantees will include, in particular, the further provision of modern conventional (conventional) weapons and military equipment without any restrictions and politically conditioned obstacles,” Yermak said at the first meeting of the group on international security guarantees for Ukraine.

Along with this, Kyiv demands the execution of ratified agreements with Western states, which will fix “detailed mechanisms for the actions of guarantors in the event of aggression against Ukraine.”

The last set of conditions put forward by the Ukrainian leadership concerns the implementation of a tough sanctions policy against Russia.

As a result, Kyiv expects to obtain from Moscow "full compensation for the damage caused to our state and citizens."

Moreover, the Ukrainian authorities hope that the comprehensive guarantees that Western countries will undertake will become the foundation of a new international security system.

At the first meeting of the group, Rasmussen noted that "100% security guarantees should be developed for Ukraine, which will be much more serious and powerful than those laid down in the Budapest Memorandum."

According to the former NATO Secretary General, the United States and the United Kingdom should play the leading role in formalizing such guarantees.

In his opinion, Washington and London will be able to attract other countries to the list of guarantors for the security of Ukraine.

He also supported the desire of the Kyiv regime to strengthen the army and improve things in the economy through foreign financial assistance.

Later, on July 20, in an interview with the Ukrainian edition of Novoye Vremya, Yermak said that Kyiv was negotiating security guarantees with the United States, Great Britain, France, Germany, Italy, Poland, Turkey, Australia and other countries.

According to the head of the office of the Ukrainian president, London and Warsaw have so far announced their interest in concluding agreements with Kyiv that regulate in detail the procedure for providing assistance to Ukraine.

Yermak stressed that Ukraine intends to use such guarantees before becoming a member of the North Atlantic Alliance.

At the same time, the politician again said that Kyiv rejects the prospect of signing the Budapest Memorandum Number Two.

At the second meeting of the group on international security guarantees for Ukraine, Rasmussen said that "the model of guarantees for Ukraine will be unique" and adapted to its "specific needs."

"NATO without NATO"

In a RT commentary, Associate Professor of Moscow State University Boris Mezhuev explained the desire of the Kyiv regime to achieve the conclusion of agreements on security guarantees by realizing the lack of prospects for joining NATO.

“Kyiv diplomacy expects to replace Article 5 of the North Atlantic Pact, which guarantees mutual military assistance.

In fact, this is NATO without NATO.

Ukraine is trying to get rid of the status of the “gray zone” for a situation in which no one is really responsible, and at the same time shift its chronic problems onto the shoulders of the West,” Mezhuev argues.

However, according to the expert, the leading countries of the Western world are not interested in the model of relations that Kyiv is obsessively promoting.

The main reason, Mezhuev believes, is the unwillingness to escalate the situation to the point of risking a direct armed clash with Moscow.

According to the expert, it is “convenient” for the United States and its allies to use Ukraine as an instrument of military pressure on Russia without providing it with any guarantees.

“Today's Ukraine is a “legal”, so to speak, battlefield of the West against Russia.

It is unprofitable for the US and its allies to see it disappear.

For this reason, the Kyiv regime can only be encouraged to continue the war with Russia,” says Mezhuev.

Vladimir Olenchenko also believes that Kyiv has no chance of getting the West to agree to take on any security obligations.

In addition, according to the expert, the United States and the EU are currently shifting their focus from Ukraine to internal problems.

“The Ukrainian theme for the West is already losing its former relevance, including under the pressure of increased internal problems.

Now Kyiv's whims are of no interest to any of the influential countries, ”concluded Olenchenko.
